Literature Review: How Renewable Energy Is Adopted in Mid-Sized Cities Renewable energy is arguably the defining issue of the twenty-first century, as cities around the globe try to grapple with climate change, energy security, and environmental sustainability. While a good amount of research has focused on renewable energy adoption in megacities and rural areas, relatively little has been directed towards mid-sized cities: defined as cities with populations between 100,000 and 500,000 people (The United States Census Bureau, 2021). However, since the population in mid-sized cities accounts for almost a third of the total world population and a significant percentage of energy use, it is important to know whether the patterns in renewable energy adoption for these cities differ from other cities and what factors could be driving this process. Scholars have pointed out that mid-sized cities have a number of characteristics that make them stand out from other cities. For example, Bulkeley and Betsill (2013) suggest that they typically have more flexibility in the local government and communities and therefore the capacity to innovate and experiment with new policies. On the other hand, Hoppe et al. (2015) argue that they tend to lack access to resources (e.g., funding) and expertise (e.g. technology) that large cities have in abundance and are therefore more vulnerable to market failure. Therefore, a good deal of research has been done to understand the conditions under which these cities can overcome these barriers and embrace renewables. For instance, several studies emphasize the role of multi-level governance in adoption of renewables in mid-sized cities. Kern and Rogge (2018) find that mid-sized cities depend more on the national framework and regional collaboration in comparison to large cities to overcome their capacity limitations. They also show that these cities face stronger economic constraints in adopting renewables than their counterparts due to their smaller tax bases and higher per capita debt. In addition, a number of studies point to the important role that local community can play in shaping adoption in renewables, particularly in mid-sized cities. Seyfang et al. (2014) highlight that social capital, such as civic participation and sense of belonging, is likely to be more important than in large cities where community groups tend to have less influence on municipal decision-making. Despite this recent progress, several gaps remain in current research. First, most studies on renewable energy adoption in mid-sized cities focus on the experiences of cities in Western Europe and North America. Thus, there is not a clear picture of how the experiences in Global South cities differ and are generalizable. Second, there are not many comparative studies that look at mid-sized cities across a variety of contexts that allow us to understand common patterns of adoption and barriers. Thus, the purpose of the current literature review is to present and analyze the research on renewable energy adoption in mid-sized cities. This literature review also highlights some common themes in research in adoption of renewable energy, such as barriers and drivers, and provides recommendations for future research to advance our understanding of renewable energy adoption in mid-sized cities.
