Cities between roughly 100,000 and 1 million residents have significant energy demands but may be more adaptable at governing new technology implementation than very large cities. Other relevant conditions in determining cities’ ability to procure renewable energy are financial incentives and regulatory frameworks at regional and state levels; the adequacy of grid infrastructure; the availability of investment capital; and the skilled labor force to implement the technologies. Community ownership models, public-private partnerships, and municipal aggregate programs are identified as key approaches to achieving renewable energy implementation goals despite financial and institutional barriers. Many middle-sized cities face limitations in personnel and staff capacity; reliance on regional utilities; fragmented municipal and regional governance; and competition for limited municipal dollars. The role of public acceptance and social equity is also an ongoing consideration in research on renewable energy at the urban level. Projects that demonstrate clear and local benefits, such as local job opportunities and lower electricity prices, often elicit public support, while research on urban sustainability transition points out the dangers of perpetuating inequality by ensuring that low-income citizens and marginalized communities do not bear an unfair share of new infrastructure and receive appropriate access to renewable energy systems. Emerging research emphasizes procedural fairness, participatory planning, and community control over local renewable energy sources. In sum, studies show that middle-sized cities hold an important and unique place within renewable energy transition debates.
