How to read these scores

Each detector returns a human-likelihood on a common 0 to 1 scale, where 1 means it judged the text human-written and 0 means it flagged it as AI. On these pages a verdict counts as passed when that score is at least 0.50, the midpoint of the detector's own scale. That threshold exists only to draw the chips: the bypass rate on the leaderboard is the mean of each test's median score across the 5 detectors, a continuous number, so a tool's pass count and its bypass rate will not be the same figure.

Meaning is the input↔output embedding cosine and readability is a language-model writing-quality rating, both published per test in tests.json. Telephone and electricity were also not considered necessities when they became regulated as public utilities. Regulating something as a public utility does not mean that they will not be allowed to improve their services. Just because something is required by everyone doesn’t mean that companies can’t find ways to get better with technology. Not only will this create more competition among providers but it will allow consumers to not be price gauged, kicked off of their service, or denied service. If internet is declared a public utility we will be able to keep net neutrality and stop providers from creating fast and slow lanes for certain websites. While these studies have presented valuable insight into renewable energy adoption by mid-sized cities, there is still much to be answered. A majority of these studies use case studies from Western Europe and North America. While there is literature on renewable energy adoption in mid-sized cities in developing countries, comprehensive comparisons between Western and non-Western cities are seldom made. This paper will review literature regarding renewable energy adoption in mid-sized cities. Through understanding the commonalities between political, social, economic, and technological factors among these studies, this literature review will attempt to present how mid-sized cities are able to contribute to the worldwide transition to renewable energy and where there is room to further research this topic.
